		<description>Community Associations need to foreclose on the units for non payment of assessments (if allowed by Texas law).  Then cram the title down the bank&#039;s throat.  Once the banks have title they are required to pay maintenance fees just like any other owner.  Units that are not paying maintenance fees need to be monetized and that is that.  

Down here in Florida we are way ahead on the curve on this crisis.
